Backing up Netbackupdb\data directory

I'm getting the following error on most of the files in the data directory during the full file backup of the netbackup server.

WRN - can't open file: C:\Program Files\VERITAS\NetBackupDB\data\NBDB.db (WIN32 32: The process cannot access the file because it is being used by another process. )

I'm running a catalog backup seperately daily.  Should I be excluding this directory from file backup?  Or is my open file backup not working properly?
