NetBackup handles incremental backup based on policy - not client. It is basic considerations for backup planning with NetBackup.

If there are no previous full backup with specified policy, next incremental backs up all of target files. Or depending on policy type, incremental backups will fail until next successful full backup.

It will run Full backup as it has no previous incremental under the new policy.
