As of my knowledge here we have two phase.
they are in first phase we have create one dbinformation what images in the media by using this command
# cd /usr/openv/netbackup/bin/admincmd/
#.bpimport-create_db_info-id<media id>-l
In the second stage we can import required images from the above images
by using this command
#bpimport-id<meida id>-s<start date>-e<end date>-l

You need a bit more that just catalog backup - you also need the DR file.
Steps to configure catalog backup and DR file config is detailed in chapter 18 of NBU Admin Guide for UNIX and Linux, Volume I http://www.symantec.com/docs/DOC3650
Steps to restore from catalog backup is detailed in chapter 5 of NBU Troubleshooting Guide http://www.symantec.com/docs/DOC3683 .

Just to provide you overview, what I did on 6.5.
As you already mentioned that you have catalog tape. So you should have the DR file as well.
This will be quite simple, Install all fresh : OS and Netbackup -> Run Wizard "Restore from Catalog" and provide path of DR file....that's it :)
