bpclntcmd is truncating the IP address at 13 characteres there. (Unfortunately, that's a 5.1 bug), so we have to throw that out.
There IS an HP-UX 11.00 client for 6.0, and you should definitely upgrade to it, but let's set that aside, too.
You use tppdl1p (.238) in your telnet and bpclntcmd tests, but your bpbrm logs showed an attempt to connect to tppdl1p-bk, not tppdl1p.
Also, your bpcd log mentions .239, not .238. (Is .239 tppdl1p-bk, by chance?)
Why is the media server attempting to connect to the "wrong" hostname/IP?
Which client hostname is mentioned in the policy? Could it be a different one than the one you're expecting?
How's a bptestbpcd test look? Go ahead and try both .238 and .239 :)
Hopefully one of these questions (or rather, its answer) will serve as a trigger to determine the true cause. Good luck!

Why is the media server attempting to connect to the "wrong" hostname/IP?
I think Media Server is taking host name tppdl1p.ufps.att.com from BP.conf file of Media Server.

Which client hostname is mentioned in the policy? Could it be a different one than the one you're expecting?
In Policy,there are 2 host name which is having the below ip:
asprd222: ping -a tppdl1p.ufps.att.com
tppdl1p.ufps.att.com (135.113.119.238) is alive
asprd222: ping -a tppdl1p-bk.ufps.att.com

Good plan. Once client is upgraded send us the output from the client of:
bpclntcmd -self
bpclntcmd -pn
Make sure bpcd & vnetd ports are listening:
netstat -a | egrep "bpcd|vnetd"

I am not getting why Media Sever is taking tppdl1p-bk..But i want to tell you we need only tppdl1p-bk bcoz its the backup interface and we want Master Server /Media Server should connect to bk interface not tppdl1p.ufps.att.com.

Now when i am trying to upgrade the client ....i am unable to upgrade the client.

If you want to use -bk specify that in the configuration (policy etc), ensure it has the correct IP address in hosts or DNS

No,i am upgrading it to 6.5....Installation went fine for some time afterwards the puty session gone for a task and in syslog i can see the below messages:

Well, did you install before or after 07:47 ?
Can you restart inetd ? If so, do it.
Then try and connect from the media server to the client using bptestbpcd -client <clientname>

Issus is now resolved.There was actually a security issue on the server as a result when we try to re- install the client the session exit from the server.So we cop the software and put it in the /usr/openv.Afterwards the installation went successfull.
