I am assuming you are referring to NetBackup Oracle agent -

Yes, you need NetBackup client on both end. Whether or not you need NBU oracle agent on both nodes depends on your configuration. If the archive logs are not accessible by each node in the cluster, then the archive logs need to be backed up separately on each node and you need agent on both the node. Ideally, you should install NBU agent for oracle on both nodes (just in case one server fails and you need to perform backup through other).

Typically, each node has access to DB and archive logs and there is virtual node name configured for client and server. Using a virtual node name for the client allows you to specify a single client entity for all of the Oracle backups.
You use this node name in your RMAN/NBU script and NetBackup runs the script/backup on the node virtual node name is active. But if you are not using the standard setup then you may need policy for each node.
You will have to define both nodes in your policy for file-system level backups (like OS or other FS local to individual node).

With vitual client name you hae already taken care of it as long as both nodes have access to archivelogs.
