Does Netbackup have an agent to backup a Microsoft Access Database while the DB is up? I do not see a policy type for this. We are running Netbackup 7.6.0.2

No it does not - Microsoft Access is not the class of enterprise databases where it get a agent to back it up.
But you should be able to get around it using bpstart and bpend notify scripts. The idea is to stop Access using the bpstart_notify.bat script and then start Access using the bpend_notify.bat script.

Yes, but now the system will not even backup any files. I'm looking at setting up a script to copy the db to a flat file but I need to get nb communicating with the server first.

If you need assistance with troubleshooting, please start a new discussion and tell us status code of failed backup and post bpcd log file on the client. Ensure Windows firewall on the client is disabled.
