I persume you use Netbackup Access Control. The security and encryption guide as a chapter on page 210 " Authorization objects" that explain the diffret rights and permissions. Take a look at the "Security authorization object permissions". This is the object you want to change the configuration for in Netbackup.

http://www.symantec.com/docs/DOC6486

To change the object you need to be either root or a Windows Administrator.

Is NBAC implemented/configured ?

Check below

https://www-secure.symantec.com/connect/forums/direct-steps-configure-nbac

http://stefanos.peppas.gr/cms/index.php?page=installing-and-configuring-netbackup-access-control-nbac-on-clients

Read Security and Encryption Guide for more detailed about NBAC and its usage.

Once configured correctly and logged in with privileged user you should get rid of above error.

The tab will not dissappear, it will however show (as in your picture) that you don't have access to it.
