NetBackup 7 - Staging data from repository to tape

Does anyone have any idea how I can stage the backup data from NetBackup 7 local deduplication repository onto tape media?

Currently we have a single NetBackup 7 Master/Media server, using local de-duplication storage, and there is a tape library attached.
I got the backups onto repository without problems.  But unlike the standard storage unit, I can't setup the staging policies on it.  

How I can do now?  Is that something Netbackup Vault option can help?

Consider Lifecycle Policies. See chapter 14 of Admin Guide I.
