I am about to install Netbackup 7.5. on my Win 2K3 SP2 32 bit master server. The patch requirements do not mention Win 2k3, only Win 2008. I am aware that Win 2K3 EOL is within the next month, so there is a project scheduled to refresh the server. Does tis mean that I have to wait until the server is refreshed to 2008 before i can upgrade Netbackup ?

I just had another look at the OS SCL: http://www.symantec.com/docs/TECH76648
Look under NetBackup Administration Consoles:
W2003 32-bit is still supported on NBU 7.5.
Just not supported as from 7.6.

Footnote [1] says:
1. NetBackup 7.6 and later does not support this console on this platform.

W2003 32-bit is still supported with NBU 7.5.

You can install and use NBU 7.5 on W2003.
When you have the W2008 server, you can use this doc to use Catalog backup to migrate to new server:
