Netbackup 7.7 Vault Manager service not working...need assistance

Windows 2008r2

Media/Master are on the same server.

Problem existed prior to 7.7 upgrade and new license purchase.

Problem:

Vault Manager Service not working. 'Vault Management' option in the left pane of Administration Console does not appear. Service is set to Automatic with same account details as ever other Netbackup service. I can start the service but appears to have no impact. If I start the service and reboot server, the service does not start on server start up.

Please check if the feature is listed in license output running this command: 
bpminlicense -verbose

The feature that you need is:

 Feature ID      = 54 Vault +

Note that this license is not the same as:

 Feature ID      = 81 Enterprise Vault Agent +

I've tried Netbackup commands in the past and never get anywhere. Is there a cmdlet package I need to install prior, are these for regular windows cmd line or powershell?

Check what the logs say?

install_path\NetBackup\logs\vault\

If the folder is not there, create it, then start/restart the services.

Upon selecting 'Start' to try and start the Vault Manager service I get two System entries:

First entry says it's in a running state, second entry for this action is 3 seconds after and says "stopped".

Services windows shows the service as started but as soon as I f5 refresh, the status is blank again.

Please check output of bpminlicense command as per my suggestion above. There is no 'cmdlet package' to install. All commands are installed along with NBU software. Simply open cmd with 'run as Administrator ' then cd to NBU Installation path (normally C:\Program Files\Veritas ). Now cd to NetBackup\bin\admincmd. Run bpminlicense -verbose from here.

Try putting the global logging level on the master to Verbose 5 and then try the vault folder again after restarting the service.

This action created a subfolder under "vault" called "sessions"

If you do not have a license for NetBackup Vault option on your master server, you cannot use or configure Vault.

Speak to your local Veritas/Symantec reseller.

It only had the top portion but decided to add one of the other license keys they sent us and see if that added more feature IDs but no. It was a labeled Client license so that's the second section.

Other way around I'm sorry, the top license was just added and labeled Client, the bottom license is the Server license.

Not surprised in the slightest.

Apparently discussing this option with the seller and being assured it includes all features is actually not how you insure you are getting what you need.

You need to purchase NetBackup Vault license and add the license key on the master server.

Requirement as per Licensing Guide:

Vault

NetBackup Vault requires a license for each physical tape drive in physical tape libraries used as the source or destination for Vaulting. NetBackup Vault is licensed per NetBackup Storage Domain (i.e. one NetBackup Enterprise Master Server or NetBackup Server) and includes four NetBackup Vault physical tape drive licenses.

Thank you for help on this. Apparently I spoke with salesman that were just as or more ignorant that I regarding Netbackup Licensing.
