Problem installing NOM

I am following the NOM install guide, but when it comes time to install NOM itself, I get the following error message:

1: The InstallScript engine is missing from this machine. If available, please run ISScript.mis, or contact your support personnel for further assistance?

This is on a fresh build of windows 2003 standard. Anyone seen this one before and solved it?

I have not seen it but the first question I have is
Did you install pbx?
