Currently having issue with an sql restore and backup,
Client server was just rebuild,

The rasman error has nothing to do with NetBackup. It tells you to reboot the server. Have you tried that?
Maybe sort out this Windows errors before trying to backup or restore SQL?
Please tell us how restore is intiated.
Using GUI then saving the script?
Please show us the script.
Are you restoring to same or different client?
If same, is client name exactly as before?
We see this error in dbclient log:
OpenParmFile: ERR - Failed trying to get read access to C:\Program Files\Veritas\NetBackup\DbExt\MsSQL\MSSQL_master.bch
Is this your restore script? Or backup script?
Have you verified correct forward and reverse lookup to Master?
If Master is not on DNS, you need to add hosts entry on client for master.
We also see 'NT User is SYSTEM'. Best to change NBU Client service to same service account that is used to start SQL services.
