NBU 6.5.6 uses VSP by default. Have you changed WOF config for this client to use VSS instead? (Host Properties -> Master -> Client Attributes -> Client name (add if not present) -> select VSS in WOF tab).

Please create bpfis and bpbkar log folders on client and retry the backup.

Please post logs as attachments.

In addition to Mariannes excellent advice there are some roll up packages for VSS - so check your system is up to date

VSS select for WOF.  Side note, Volume Shadow Copy service (on the client) was set for Manual and stopped.  Local C:\ backups work Shadow Copy fail with 13 and no file is created in the bpfis.  One is created only when C:\ is backed up.
