I have this issue but with netbackup 7.0.1. Is there any patch for that?

This issue was supposed to be resolved with 7.0.1.
The TN that you referred to is a hotfix for issue described in TN http://www.symantec.com/docs/TECH126997

If you have this issue with master/media server and affected client all on 7.0.1, log a high severity support call with Symantec.
