can error 96 be caused by too many jobs wanting to run at once?

I have an L700 library running netbackup 4.5 fp6. The master server runs solaris 9.j
There are 14 tape drives in the library.

I got some error 96, tapes not available, messages on a few jobs last night. It does
look like the jobs ran later in the evening. There are 5 active tapes and even 2
available tapes in this policy. I did notice that the number of jobs permitted for
the policy was set to 99. I reduced the number, thinking that the cause may be
that there were just too many jobs trying to start at once. Is this a possible explanation?
Is there any way to confirm that explanation?

No free/empty/not allocated tape are available..... MEDIA->VOLUMEPOOL->Backuppool->List Media (Time assigned (-) ?
