BESR Console takes a long time to open

We are running BESR 7.04 on several of our Windows 2003 servers; in about half of the sites the BESR console (vproconsole) takes about five minutes to open up when launched from either the system tray or the start menu. The splash screen shows up and disappears after about a minute and then the console opens up after about 5 minutes.

Have anyone seen this behaviour?

I've noticed this with the BESR 8.5 Manager console.  Our system doesn't have internet access, and I'm wondering if on startup, the console tries to access some online help files or something and has to wait to time out.

Does your system have internet access?
