I am getting an error message trying to backup a Windows 2003 server
Error EC8F17B7: Cannot create recovery points for job: Drive Backup of System (C:\).
Error E4F3000B: PreSnap failed on volume . (UMI:V-281-3215-6071)
Details:
Source: Symantec System Recovery
It has shadow copies configured on drive C with 5537MB and limit of 10000MB
What is the correct way to fix this?

There are various reasons for this error and often a reboot will fix it. Have you rebooted recently? Also, see this Technote: http://www.symantec.com/docs/TECH209413

Yup multiple consecutive reboots.
Also chek if you have a third party backup software n change the schedule if the one is clashing with SSR.
Check vssadmin list writers prior running the backup n while running the backups. No should show as failed.
run chkdsk /r /f and disk defrag.
