Pretty simply, the components listed are what is required if the customer is using their own hardware. Clearwell can be purchased as an appliance or you can install it on your hardware\vm.
Where did you read that phrase? If it was on a site like CDW it simply means you are purchasing the Clearwell software and not any hardware.
