DLO Administration Service stuck in "Starting" mode - won't time out, hangs up entire server

Backup Exec Small Business Edition 12.5, all hotfixes applied.

Running on Small Business Server 2003 SP1

ERRORLOG for the BKUPEXEC SQL instance is throwing:

2009-03-26 09:25:39.51 Server      The time stamp counter of CPU on scheduler id 1 is not synchronized with other CPUs.
2009-03-26 09:45:06.87 spid1s      Server resumed execution after being idle 1793 seconds. Reason: timer event.

The DLO Administration service gets stuck in Starting mode from time to time, and ties up both processors - 2 dual core processors pegged at 100%, and it takes literall hours to be able to log into the system.  It sits there and spins at Applying Computer Settings.

Logon account for all BE services is domain admin, logon account for the SQL instance is domain admin.

MSSQL$BKUPEXEC is extremely chatty in the event log.  About every hour, it logs the strings noted above.

This appears to happen whether it's a clean restart or a stop error.

Database damage perhaps?
