we have problem when doing catalog, everytime we running catalog on LTO3 tape, the backup exec engine service seem stop by itself.
After that the catalog status being communication stalled and when we start the backup exec engine service. the catalog job failed and status being recovered.
We already try to catalog using other machine with backup exec 12.5, but the problem persist. and reported error with e00081d9 - The Backup Exec job engine system service is not responding.

we using windows 2003 standard and enable the software encryption.

Hello
Rename the existing catalogs folder and create a new folder at the same location.
Click on Tools->Options->catalogs, uncheck "Request all media in sequence"
Restart all the service and recatalogs tapes.
FYI: Catalogs folder is located at X:\Program Files\Symantec\Backup Exec

How were these tapes created and what kind of encryption keys, 256 bits, etc. was used?

Using backupexec 12.5 software encryption 512 bits
