Upgraded 12.5 from 11 and AOFO is no longer installed (or at least working)

We just upgraded a ver 11 install to 12.5 and although it said it was installing the AOFO it does not seem to be working. Running the AOFO wizard results in a message saying it's not installed properly and all the backup jobs that are configured to use AOFO are failing.

 

I tried a complete uninstall and reinstall of 12.5 and it still does not work.

The functinality of the AOFO option is now included as part of the core server

 

There is no longer a separate activation key for AOFO

That's what I thought. So any idea why it appears to not be working anymore? I try to run the AOFO wizard and it says it's not installed.
