Have you tried re-entering credentials for all the BE services?

Use BEutility.exe to update credentials.

If it doesn't work then refer to the below article.

Take a look at the Windows Eventlog and see what errors were encountered when the OS tried to start the BE Media and Devices service. Also_make sure that you have updated your BE to SP4 and the latest hotfixes
