Enterprise Vault 10 Event ID 7023 Partition Rollover

I have just very recently migrated to EV 10.0.4 from EV 9.0.1. I am checking the logs for errors and I see an event id 7023. It says that the partition rollover could not determine which partitons are served by storage service. The SQL database server detected a deadlock, while accessing the Vault. The problem is that we are not rolling over to a new partiton. Why would I be getting this error?

The only time I heard of this was here:

That turned out to be an issue with the EVDirectory Database not being available consistently.  Are you having any issues like that?

Are you trying to do the rollover manually or automatically?
