If you just provisioned them then most likely the archive task hadn't run as GabeV mentioned.

After the run of the archive task report back as to rather or not the mailboxes were enabled.

Hello jpergola,

Do you have "Automatically enable mailboxes" setting enabled in the provisioning group? If not, you need to enable the mailboxes manually and then an archive will be created

Automatically enable mailboxes

A new mailbox is one that is new to Enterprise Vault. When you first start using Enterprise Vault, all the mailboxes are new. With this setting selected, all existing mailboxes are enabled when the Exchange Mailbox Task next runs. All mailboxes created in the future will also be enabled. The associated archives are automatically created.

And the archiving task is running per the schedule, right? If you do not see any new mailboxes in the 'Enable mailbox wizard' then you might need to collect a dtrace for the archive task.
