Does Netbackup 7.1.0.4 support Deduplication straight to tape ? Is the an admin guide for it ?

If you mean you want to send deduplicated data from disk to tape and keep it in it sdeduplicated format, no. The data will be "re-hydrated" to its normal size when writing to tape. The reason is because deduplication requires a fingerprint database, to keep trak of which blocks fo data belong to each backup image, and an expiration data for those blocks. There simply is no efficient way to deduplicate the data while writing to tape.
I know of one other backup product that does deduplicate to tape, but from what I've heard anecdotally, there is no space savings over the native LTO compression.

Tape does not support deduplication. Only disk can be used.
If you read documentation on how dedupe works (not just NBU - any kind of dedupe), you will understand that dedupe can only be done to disk.
