We are having EMM server down issue, it happened before but more often lately. We are on 7.1.0.4 with HP-UX 11.31, verified we have enough space. Looks everytime we had this issue, restarted NBU services will resolve the issue for a whole. But evently will happen again. Anyone here ever suffers same issue and got a solution?
Do we have to reserve more memory for EMM? How can we check if the memory usage for EMM is getting high?

Most likely something is briefly filling up the filesystem, stopping NBU. DIsk space issue is only brief, so everything restarts fine.
Reason will be seen in nbemm log (vxlogview -p 51216 -d all -o 111 -n 1 ) and maybe system event log.

Apart from nbemm, check these logs as well
/usr/openv/db/log/server.log
/usr/openv/netbackup/logs/nbdb (create it if not exist)

The issue was happened again last weekend. All running backup jobs still work fine. But no new scheduled backups can be kicked off. My co-worker had to restart "nbpem" to resolve the issue.
any thought?

Starting nbpem is not related to nbemm. Could be a different issue.
You need to enable the nbemm and nbpem logs and see what is going on.
vxlogcfg -a -p 51216 -o 111 -s DebugLevel=6 -s DiagnosticLevel=6 (emm)
Use -o 116 for nbpem.
Keep an eye on disk space.
If the process is crashing, then are there any core files (probably in /netbackup/bin or / )
Is the system set to save 'unique' core files ?
