(Error 25) Can't connect to server. When trying to restore?

I am running NetBackup 6.5.3 in a test environment.  I have a Red Hat 5 Master Server and a Windows 2008 Media Server.  I am running some test backup policies from two different clients that go to disk (stored on the Media Server).  The backups are working and report that they are completing successfully. 

When I try to restore I do not even see the backups to restore I get an Error 25 can't connect to server.  Also if I try to backup from the clients or restore I get the same error can't connect to server. 

I am confused by the functioning backups but non functioning restores.  Is there a service or port that I need to adjust on the server that would affect some functions but not others.

When in the BAR and you are filling out your fields.

Server to use for backups and restores - this is your MASTER and only your MASTER

Source and Destination - this will be a client, the same or different

Policy type - make sure this matches the type of policy that did the backup.

I suspect that the first field is wrong.
