I use NBU 7.1.0.4 with Windows 2008 R2.
The tapes are in the library.
Even the tapes and the drives are density set to HCART
How I fix it?

In addition to above 'tpconfig -d' command, please also show us output of this command:
nbemmcmd -listmedia -mediaid 000684
command is in <install-path>\veritas\netbackup\bin\admincmd
Do you have a single master/media server? or more than one media server?
Does media server that performed the backup have access to library and drives where the tape is?

Confrim Drives are up : install_path\Volmgr\bin\tpconfig -d
Check the application event vewer for errors during the time of the back up on the server where tape drives are located at.

I have a Master and more 2 Media servers.
The robot is visible for both and the tapes are inside the library.
Here are the results of the checks.

1) suspend job..go to robtest...execute s s
2) move that media from current slot to another free slot..m s s
3) after changing the slot..move that media from slot to drive...m s d
4) Retrigger restore.

NBU does not mount the tape even I moving the tape to the drive. Still appears the message about the request and the same error.

please run the command :
bpimagelist -backupid goiania_1365220370
and also tell us the media server that is trying to mount the tape.
There is no bpbrm log at your zip file and I can not find the bptm process ID at the bptm logs. bpbrm is produced at the media server during backups and restores. If the logs are from the master and the master is not a media server then the logs are useless.
The media server that is ready only for disk, is correct ?

Not a big issue.. Seems some drive issue..
1- Inject media from library and reinsert this .do inventory and check media is free and not in use.(nbrbutil -dump |grep media id)
2- Check the name of the media server, from where data need to restore.
3- Run vmoprcmd -d ds -h mediaserver to check status of drive...up or down.
4-Check whether media server is Active of disk and tape or Active for disk.

If I look at nbemmcmd output, the media server is msinfra02.
Last Write Host: msinfra02
At this point, the tape was in robot 2 :
Robot Type: TLD
Robot Control Host: mspbkp01f
Robot Number: 2
Slot: 17
In the meantime this tape was taken out of the robot:
robot type: NONE - Not Robotic (0)
You seem to have more than one robot?
You need to insert the tape(s) in the robot where media server msinfra02 can access them.
Double-check device config and status on media server msinfra02:
tpconfig -l
vmoprcmd -d

msinfra02 is indeed the last write hosts.
But maybe not the server that write the backup image he is trying to restore as he has enabled the

Go to the GUI---Media---Filter By that media---Right Click--- Change Media Owner---Make it as
msinfra02.
Then
bpmedia -movedb -m 000684 -old server msinfra02 -newserver msinfra02
Refire the restore.
