the problem has been solved. unbeknownst to us the IA guys had hardened the Mcafee HBSS on my server. After going through with symantec technical support we discoverewd that it was a windows permission issue which was not allowing to run any executable. When confronted IA sheepishly admitted to what they had done. Once they rolled back the Mcafee HBSS security settings everything started to work again.
Thanks to all for the help given.

in the following doc
http://www.symantec.com/docs/HOWTO46909 under
Expired credentials message
"" If your credential has expired or is incorrect, you may receive the following message while running a bpnbaz or bpnbat command:
Supplied credential is expired or incorrect. Please reauthenticate and try again.
Run bpnbat -Login to update an expired credential. ""
I ran this cmd but got an access is denied message.

checked the registry settings . use_vxss is set to prohibitted. My issue is not NBAC (AT/AZ). That was never setup.

Have you been able to sort this out in the meantime?
Please find vm.conf file on the master server (in <install-path>\veritas\volmgr) and let us know the contents.

Glad it got resolved.
We always wonder when we see:
Nothing has changed.
We know for a fact that NBU will not change anything all by itself......
