When configuring a new tape drive, I get the error status: 242; operation would cause an illegal duplicaton.
My situation is; I'm using a NetBackup 7.1 server to test encryption of tapes so I have to connect to my encrypted tape library; then disconnect and re-connect to an non-encrypted library.
thanks,

Storage unit with same name already exists? Try a different same.

Your error message suggests a duplication of name, instead of any drive configuration related issue. As suggested by Bill, have a look at the STU name you are using and check if same name already exists in your configuration, try a different name.

Please tell us more about the device config and how you go about adding and removing devices in NBU each time you disconnect and reconnect.
It seems you are testing with 2 robots, but already 4 robots configured in NBU?
tld(0)
tld(1)
tld(2)
tld(3)
You are now trying to add another STU for tld(3), but you already have one.
What does your device config look like? A single master/media server? If so, please run this from cmd on the master:
<install-path>\veritas\volmgr\bin> tpconfig -l
<install-path>\veritas\netbackup\bin\admincmd> bpstulist -L
If you have more than one media server, please run 'tpconfig' on all of them.
It might be a good idea to delete devices and STU from NBU each time you disconnect a robot.
