as per install & upgrade guide located at

https://sort.symantec.com/public/documents/sf/5.1/windows/pdf/SFW_InstallUpgrade.pdf

page no 69 says:

Checking the supported minimum product versions
To upgrade to SFW 5.1, your system must have version 4.3 or higher of SFW
already installed. The previously installed version of SFW must meet the
minimum product version, which the product installer checks before it
upgrades.
If your current installation does not meet the minimum level required by the
installer, you must manually apply the appropriate product upgrades to meet
the minimum product level required before proceeding with the installer. You
can get intermediate versions of the products on the Symantec Support site:
http://www.symantec.com/business/support/index.jsp. For license keys,
contact Symantec Sales. You can also uninstall the older versions of the product
and install the new product.

in this case. you will need to uninstall old & add new package or do a step by step upgrade to 4.3 or higher & then to 5.1 ... however m not sure if 3.2 to 4.3 has direct upgrade path..

what is the OS you are using ?  VVR (vxvm) 3.2 seems to be a obsolete ages ago on unix platform. VVR is integrated in veritas volume manager i.e vxvm on unix platform.

currently 5.1 is out in market for unix platform

have a look at 5.1 product guides here:

https://sort.symantec.com/documents

select the relevant OS what you are using & select "product guides". You should see SF release notes & VVR admin guide for more reference there
