Is it possible to suppress or stop the wizard from popping up on the client that is enabled for offline/virtual vault?

Sure
On the Desktop Policy:
- Under the Vault Cache tab, set "Make Vault Cache available for users" & "Automatically enable"
- Under "Advanced" -> Vault Cache, set "Show Setup Wizard" to "Off"
This should take care of it.

Its in the admin guide, page 126.
It is a policy setting. Show Setup Wizard. Change this to 0. Job done. The guides for EV are really helpful and a good place to start with config questions

On the Exchange Desktop Policy Advanced tab choose Vault Cache from the drop down and set Show Setup Wizard to 0
Show Setup Wizard
Description
Controls whether the client shows the Vault Cache setup wizard.
The setup wizard does the following:
Summarizes what Vault Cache does and what is about to happen.
Asks whether the user wants to start a download automatically after the initial scan has finished. The default is to start the download.
If the wizard is turned off, Vault Cache waits for the amount of time that is specified in Pause interval and then automatically begins looking for items to download.
Supported values
0. Do not show the setup wizard.
1 (default). Show the setup wizard.
