for down tapes.. there are mulitple reason..
first you need to find why drives are getting down.. before going for solutions..
by any change did you find the reason for down drives.. ?

To find the reason for DOWN'ed drives, add VERBOSE entry to /usr/openv/volmgr/vm.conf on all media servers in your environment, followed by NBU restart.
Also ensure bptm log folder exists on all media servers under /usr/openv/netbackup/logs.
I/O errors will be logged in bptm log.
The VERBOSE entry in vm.conf will log additional Media Manager info to syslog - on Solaris this will be in /var/adm/messages.
Exact reason for DOWN'ed drives will be logged in messages file.
Once you know the reason for drives being DOWN'ed (usually hardware errors) you can take appropriate action to fix it and then use the GUI to UP the drive or do if from cmd with this command:
/usr/openv/volmgr/bin/vmoprcmd -up <drive-index-number>

Go to device manager Right click the drive and you can see the option "UP DRIVE". Select it your drive will up. If not follow the above posts.
