We were sold a Sharepoint Portal Licence under the proviso it would bnack up individual documents in the document library store. Each time we do a restore, we can only restore the entire database, is this true, can you only restore the entire database and not individual documents.

Yes,
If you have Sharepoint V1, you can backup and restore individual files. With Sharepoint V2 (2003) I believe you can only backup and restore at the database level.

Do you know if this is going to be fix'd in any upcoming maintenance packs, does anyone know why this missed off in the first place???

From what I understand, Microsoft did not provide very good API's for V2 to do document level backups. There are some companies that DO this, so there must be a way... I am not sure if MP's will fix this.
