TLDCD: System error occurred
This usually mean you have not configured the tape device..

Does it have any tape drives configured...?
if yes, you need to kill the current running tldcd process before trying to start the ltid.

Opps, I'm blind ...

As watsons says, no drives, then ltid won't run, well, it starts and then stops to be exact.
Configure some drives to that media server and all will then be fine.

I'd try a reboot first. If that fails, enable the ltid log Add VERBOSE into /usr/openv/volmgr/vm.conf Create dir /usr/openv/volmgr/debug/ltid
Edit to add ....
Sprry, didn;t look closely enough, see watsons and my post further down

I am curious to know more about this environment.
Is this a master or media server?
Has this worked before? Devices added and working on this server?
If so, and this is a media server, there may be a problem with comms to EMM database on the master server where device config is held.
Or maybe demo/eval license expired on media server?
What does 'bpps -x' show?
Is pbx running?
Have you tried to completely stop NBU and pbx and then start pbx, followed by NBU start?
