Rescan disks on Windows

Hello, colleagues.
My configuration:
Server MS Win2003
SFHA Ent 5.0 for Win
2 arrays Hitachi AMS1000
Every array gives one LUN for server.
These 2 LUNs are in one Veritas Disk Group.
One volume is mirrored across 2 disks.
When I emulate an array failure and unmap one LUN from the array side one disk is labeled as missing.
After that I map this LUN on an array side.
But rescan command or reactivate command doesn't make effect - disk still is missing.
All actions as "split mirror, replace disk, remove disk from DG" doesn't make effect too.
After OS is rebooted and rescaned disks all commands executed normally.
My question - is it a normal behavior for Windows or not? Can Windows mount disks w/o reboot?
