Error E1AD3212 when starting BESR 8.03 after new installation

Error E1AD3213: You do not have sufficient privileges to perform this operation.

I have installed BESR 8.03 on Windows Server 2008 Enterprice-64bit, which is a server in domain. And Used Security Configuration Tool to apply the premission to access BESR. Installs without any error, reboot, the welcome screen starts(as attach picture), when click next and get the error.

OS:
Windows Server 2008 Enterprice-64bit

Symantec software installed:
- Symantec Backup 12.5 for Windows Servers
- Symantec Backup Exec System Recovery 8.03
- Symantec Endpoint Protection 11

Upgrade as 8.5, then the problem solve

Has anyone in the forums still have the error where upgrading to 8.5x did not resolve this issue for them?
