All,
We are working on finally determining the appropriate expiry time frame. We currently archive all emails after 1 year and leave no stubs\shortcuts. Are there any audit capabilities or usage reports to determine how often users are actually referring to the archived mail within the explorer.

The information about accessing ArchiveExplorer is going to be contained in the IIS logs. If the users are actually opening the items via ArchiveExplorer you can enable Auditing to be able to get a report on how often users are accessing items.
Have you enabled Auditing?

You can use this 'Enterprise Vault Reporting' report:
Archived Items Access report

This report does not have any data to process if Enterprise Vault auditing is disabled. You need to enable auditing from the Administration Console.
