Same issue down in 'Dark Africa'! Since yesterday.
Trying to access TechNotes produce this error:

Nothing was working for me either - same as yesterday - has taken me until now to be able to even get logged in on connect
Partnernet also affected - my guess is that it is overnight work on the sites (US time that is !!)

Hmm, I downloaded a technote just a little while ago. Good thing too as it solved my problem.
And Technical Support link is slow but it works for me.
