Client having window 2003 and continuously failing with error 156. Already done the below things. 1. VSS is enabled. 2. VSS services restarted . 3. There is a enough space in cache file. 4. recreate snapshot and still its failing

There are tons of different bugs with VSS I will recommend you to run a System State backup test with bare windows tools, this will show you the error you have under the Event Viewer and from there you can find the HotFix you may need.

have you set any limits on snapshot creation. if so set it to no lints. Let NBU remove those snapshots after backups are successfully completed.
also post bpfis logs.. If it does not exist. create it and re run backup

C:\>vssadmin list writers
C:\>vssadmin list providers
C:\>vssadmin list shadows

what files does it say it is having issues with - these might be files that you can never backup live and might need to be added to the exclude list.
you also have the option of saying for that client for open files if the snapshot gets and error disbale snapshot and continue.

You might check the NetBackup client software on the client machine and make sure the version is equal to or less than the server version. If you have recently upgraded the client software, try removing it and reinstalling the previous version of the client. -G.
